iOS: First Song Plays Again When Opened from Background

Whenever I have Pandora, playing music, but in the background, and I open the app for any reason: to download a song, change to a different playlist, etc., the app will restart immediately with the first song I selected when I actually opened the app that session. It’s very frustrating when trying to download a new song I’ve heard, and it changes it before I can select options on that song, or what have you. And because it’s on auto play, you can’t simply swipe to the previous song. Is there something in my settings that could explain this, or is this a glitch of some kind?
