Billed by Google: Unable to upgrade from Plus to Premium

I'm trying to upgrade to Premium from Plus.  It doesn't allow me to do that in Google play.   It tells me to go do it on the pandora app. So I go to the app and click on upgrade to premium and it tells me I have to open up my pandora app to upgrade.  I'm already in the app.  I made sure I'm logged in on the correct Google account.
