Pandora was only supposed to charge me 9.99/ month. On December 3rd I was charged $5.40. On December 20th I was also charged $10.83. Who would I contact for a refund?

I sent the support team photos of both drafts totaling $16.23. I was charged 12/3 $5.40 for upgrading to Pandora Plus. 4 days later I upgraded to Pandora PREMIUM and was notified that on December 20th I would be charged the difference of $4.59 to become a Pandora Premium member. Instead I was charged $10.83 more this month. Your support specialist refunded the $10.83 AND canceled my subscription so now I have neither Plus nor Premium and I am still -$5.40. Who can correct this?!
When I pointed this out the Pandora support specialist told me that she only refunded $10.83 as a courtesy and I would need to pay either $4.99 again for Plus or $9.99 for Premium. This customer service lacked badly.
