To clarify, have you already been charged for a subscription to Pandora, however you are not seeing the benefits of the subscription reflected on your account?
Or are you running into trouble upgrading your account to one of our paid services for the first time?

You may need to update your payment method within the Google Play Store.
Since your subscription is billed through the Google Play Store, you will need to update your payment information associated with your Google account.

Can't upgrade it say's payment info is wrong but I fixed it and it still say's the same thing.
