This seems to be a monthly issue. I tried to contact support, and got some message about buying a gift card for Pandora to pay for it, and the link sent me to SiriusXM. I contacted my credit card issuer, and the only activity they have on file for Pandora is a successful payment in October, yet Pandora support tells me it is a issue with my card/bank, and it happens every month.
