Had the same problem! I’ve heard these restrictions on mobile cellular data were put, because of the multiple cases of expensive cellular data in the US and how children were spending it unknowingly. However, in my country it is so cheap, we sometimes stay on it even at home. I found a good solution on Multitechverse. You need to go into the Settings of your iphone, find the cellular data and put a tick at the pandora using cellular data. Also you could do that from the app itself.
