I've been modifying a downloaded playlist on the app for weeks. I just logged into the website and the changes appear to only be on the app. Not the web. Now that I've removed the playlist from download, it synced with the non updated web version and I lost all of those changes. This is first year app stuff. How is this possible this far into development?

Sorry to hear that happened. I know how frustrating that can be.
Please keep in mind, Pandora accounts follow the email address, not the device or phone number. You can sign into the same Pandora account on any computer or supported device, as long as you use the same email address and Pandora password. This applies to both free and paid Pandora accounts. This also means that if you update your playlist from either Android or Web, this would sync across all devices. However, you may need to refresh your browser / restart the app to notice the changes.

that isn't accurate the website does not sync any changes or even save playlist or stations made on the app regardless of the account email associated to it.
