Android: Songs Skip and Buffer on WiFi

I have the Samsung Ultra 23 and I cannot play any songs on WiFi. I've uninstalled the app reinstalled, cleared cache. Any suggestions? 

I use T mobile.

• Have you encountered any error messages? If so, what exactly does it say?
• Are you able to play Pandora when connected via cellular data?
• Which Android version are you using? (Go to Settings > About Phone):
