Same issue here... S23 Ultra and Galaxy Watch Ultra. Worked fine on Galaxy Watch 5 Pro which I traded in for the Watch Ultra. I should have waited, skipping or replaying is definitely a feature I used a lot from my watch while listening to Pandora on my phone.
Came to post exactly this. Dunno if it was sn app or watch update but I can skip on my Waych Ultra!
