Halloween Sound Effects ~ Playlist Only?

I understand that some tracks are "radio only" due to licensing restrictions, but what about the reverse? Nox Arcana, Midnight Syndicate, In Dark Solitude, Mannheim Steamroller, and a few others are available for radio - but many of the others (such Halloween FX Productions, Empire Games Wisconsin, and Professional Surround Recording Effects) seem to not be available for radio. Is that also due to licensing restrictions?
