Trouble adding kids to family plan

We are having the same trouble adding our kids to our family plan can someone please call us or help us out I hate paying for something that I can’t use

This was the reply I got back that didn’t help:

Your [family member] needs to first create an account for herself, once that's completed she can go back to the invite email so she can be added to your family plan.
