My wife also has this problem when listening to music on her bluetooth speaker. The app pauses the stream but does not start up after the call or voicemail ends. Very frustrating.
I am confused that you ask for more information and debugging on our part when I believe this can be readily tested by Pandora. I believe you collect plenty of telemetry and user usage. Is there any progress on this issue?

You mentioned this problem is present on your wife's account. To clarify, is your wife's Pandora account associated with this community profile? Also, is this a shared account that you also experience this issue with on your personal devices?
