It happens whether in the vehicle or on a walk. I’ve done the iOS steps you mentioned. Interestingly it starts off playing whatever song is buffered then, when that song ends and we are in a ‘no coverage’ location, it just says ‘buffering’ and won’t play anything. -even after we later come back in 5G areas. We have to close the app completely and restart , then it wakes up, connects to the internet and starts playing again. So it doesn’t seem to recognize when there’s no coverage to switch to downloaded music and when it’s back in a coverage area it doesn’t recognize that either and needs a restart. …and new information – I again deleted the app, then completely turned off the iphone, turned it back on, reinstalled the app and it now works….it switched to downloaded songs! …at least so far, one trip.
