This is a complete BS answer. Pandora turns up the volume on ads to force you to pay for the subscription service. It's not a matter of "dynamic range." LOL It happens when you are listening to everything. Very annoying, so I just turn off  Pandora or go to a different app when the problem gets too annoying.
