I hope someone finds this helpful. The best solution I found (for me) was to install pandora as an app (from Edge) and use PowerToys from Microsoft to keep the app/window always on top. It's not perfect but it does allow me to shrink the window down to the bottom footer with controls and does everything I'd want out of a mini player. Ctrl+Win+T is the PowerToys hotkey to keep the active window on top. PowerToys will outline your window with the blue border. To get the box art, artist, and title, you have to move the right scroll bar to the bottom when you shrink the window as pictured below.
