Here's what worked for me... I tried all the usual suggestions (rebooting, resetting network settings, etc.). The only thing that seemed to work was uninstalling, then reinstalling the Pandora app on my phone (iPhone Xs, iOS 14.5). But, that only worked one time; the following day, I was back to not being able to connect. I did have a VPN app on my phone (ExpressVPN) but it wasn't active, and I hadn't used it for over a year. So, I decided to go ahead and remove the app from my phone. Once I did that (without rebooting), Pandora started up and ran without issues! I'm glad to have finally found a solution that works, but I think it's ridiculous that I can't run Pandora if I have a VPN app on my phone that is not active or running.
