Only downloading 1 of 2 offline stations

So, I only have 2 stations on my pandora. One that I've listened to a lot, the other is pretty new. I have Plus, but it only downloads the one station I've listened to most for offline. I've tried all of the troubleshooting options, even deleted and downloaded the app. Also the options given by tech support. Its frustrating paying for a service that isnt working. Any help?
