The app opens on Chromecast with Google TV. However, the music doesn't play. So I'm forced to uninstall the app and reinstall it and then it works. A bit of a pain.

I've given you dates, times, songs playing, observations that appeared a bit odd, device and its version number, Pandora app and its version number (note correction in a later post), things I tried that worked, things, I tried that didn't work, things that might have provoked it (though it appears pretty random).
I just tried Pandora and it worked fine and it has worked the past few days. I don't know what else I can tell you.
Totally agree with all the above about album art and song title showing but not playing w/CCwGTV. Requires Force Stop AND Delete Cache to get Pandora (Pandora Plus) to start working again on Chromecast with Google TV. My setup is CCwGTV -> Denon AVR -> TV (HDMI eARC). Major pain. At this point, I'm cancelling Pandora and switching to Spotify. Pandora app developers - are you listening?
Same issue as everyone else is having with no sound but equalizer spinning and showing 0:00-0:00. Chromecast with Google TV 4K native, i.e. not casting from another device, with latest software and wired ethernet. Tried restarting and clearing cache and data but no luck. It's obvious this is a bad bug on a major platform so it's very disappointing to see the issue apparently being ignored.
My "fix" has recently needed to be changed:
I've had times when one or the other was not enough to play music again. Only the combination of the two has temporarily fixed the situation.

No fixes for the bug that I'm aware of. I use Pandora 4-5 times a week while exercising and keep a log of the bug happening: Dates 6/1 6/8 7/8 7/28 8/14 8/17 9/4 9/11 9/26 9/29 10/14 10/15 10/16 10/17 but no occurrences since (but not much Pandora post Thanksgiving due to illness.)
Clear cache followed by Force Stop works most of the time, though I had to try it 3 times once. Just abandoning Pandora for a day or two sometimes clears the error, though not always.
Adding a data point that I'm having the same problem everyone else is describing. Pandora opens, the equalizer is active, but the songs aren't playing. I've cleared cache, data, and force stopped the app to no avail.
I am having the same issue as others mention & have tried all the suggestions to fix it. No luck. Today there was no sound when I first opened the app. Has there been ANY progress on a fix? If not, I will cancel Pandora & use another app.
No progress. Pandora/Sirius seems very uninterested in the problem.
I've had Pandora Plus for 7 years and been afflicted by the issue for at least 4 years. At the present, 1/3 of my Pandora startups on Google TV have the problem. I've gotten very good at restarting Pandora; it takes about 30 seconds. (Home,up,up,right*5, select(Settings), down*3, select(Apps), right,right,down,down, Select(ForceStop), Select(Yes), up, select(Open)).
Clear Cache, Clear data, reinstallation are all completely irrelevant to my problem (tried many,many times). I often have to restart several times before it works. It affects only my Chromecast TV; Google Max and phone have no problems.
For fun I just tried it on my other Chromecast TV - hasn't run Pandora for years if ever. After logging in, I got the dreaded 9 second pause (if Pandora works, it only take 5 seconds), and a no sound but equalizer moving. Obviously problem is not related to saved cache or data. Restart sequence worked and it's been playing fine. Both Chromecast devices are heavily used, without problems except for Pandora, and are hardwired ethernet.
Whoever marked this issue as solved didn't know what they were talking about.

done with them. YouTube music is working. I'll use that instead 🙄

2 years since the work around to clear cache and data and sign in again was announced and the engineers would take a look and this is still an issue. Way to go Pandora engineers.
Same issue here. About to dump Pandora.
I have also been having this issue for several years now with my Chromecast and the only way I can use the app is to force stop and relaunch the app, sometimes it takes several attempts.
Same issue for over a year, but only on the TV through Google chromecast. Good thing I have other music apps on the TV. Why does this issue still occur several years later with literally ZERO reliable fix or workaround? Awful IT department. Please unmark this one fixed, people!
