Card declined when it has enough funds

Pandora  say when a card is declined it usually means there is not enough funds to cover payment or its the issuer that is the problem I have no issues with my card at all

They say google play is the one  declining my card my question is how do I find google play to ask them about this i want my premium back thanks ....
