Who is responsible for making Premium Family payments?

I am considering of subscribing to the Family plan. It says families get Pandora Premium for as low as 2.50 per account. As the main account holder, will I be the one paying $2.50 per account. Or the person getting my invite be responsible for that payment? Plus, is that a monthly payment or one-time payment?
