Yes, you can use Pandora directly from your Apple watch on Apple Watch series 3 or newer without having your phone nearby, but the requirements may vary depending on the level of autonomy that you want.
If you want full autonomy, like if you want to go for a run without bringing your phone with you, then you would need to have access to your offline content on your watch.
Apple Watch should allow you to listen to your Offline Stations without your phone, however, I must note that Offline listening is only available for Plus or Premium subscribers.
But if you'd like to use it indoors where you have access to Wi-Fi, let's say in your house while cleaning or moving around without having your phone nearby, you should be able to stream your online content as long as your watch is connected to your Wi-Fi. For this you shouldn't need a subscription, so you could use your account just as it is now.
