OK, got it working. After reinstalling, the Files and Media permissions were disabled again. I enabled them and offline stations are working again (all but one, which I'm hoping will fix itself eventually).

Same issue. Ended up reinstalling the app and downloads resumed. Never mind. The download started, but stations never actually made it on to the device.
