Is your browser updated to the latest version? Now, if it works on an incognito window on Chrome, this means the issue may be caused by a browser setting or extension. I understand that you tried some troubleshooting steps like erasing cache and browser history, but can you tell me if you have already tried this as well? And if you haven't tried, can you please try it and let me know how it goes?
Allow pop-ups for Pandora under Settings > Privacy & Security > Site Settings.
Turn off extensions like Disable HTML5 Autoplay, Adblock, and NoScript, or allow www.pandora.com within them.
If you have a VPN, please check VPN settings to ensure Pandora isn’t blocked.
