@Nik135 An activation code isn't needed for your Premium Family plan subscription.
As long as your family members are signed into their respective Pandora accounts on their devices, they should be able to accept the Premium Family plan invitations that were emailed to them. Once the invitations are accepted, their accounts will automatically upgrade.
I took a look and do see 3 people have already accepted your Premium Family plan subscriptions. They should be good to go to enjoy the benefits of the Premium subscription.
