My wife's Iphone Xr has the Pandora Family plan and is forced over to offline mode when she doesn't have a Wifi connection even though she still has a strong cell data signal.  She is able to use cell data in all other apps, but Pandora forces it over to offline.  When I go into settings to turn off OFFLINE mode, I get "Cannot connect to Pandora.  Please check your network connections and try again." Network connect is strong for cell data, and all other phone data requiring apps work just fine when not connected to Wifi.
