I created a new thread for your post. The previous thread is for specific device that are in-home, like TV, AC receivers, certain speaker systems.
To confirm, are you receiving the error message directly on your phone, or when connected to another device?
Couple of more questions:
Are you connected to a cellular network or WiFi
Can you share a screenshot of what you're seeing on your phone. You can include pictures directly here on community. This is best done on a web or mobile browser. You won't be able to add pictures through email.
In the meantime, lets start some troubleshooting by clearing the cache and app data on your phone for Pandora.
Open your device Settings
Tap Apps
Scroll down to find Pandora
Select Storage
On the storage details page tap Clear Data.
