Let’s start with Ambient Radio: What exact voice command are you using when you request it? How does Google respond? For example: Does it acknowledge the command but nothing plays? Does it say it can’t find the station? Or does it play something else? Also, are you currently using Google’s newer Gemini experience on your Google Home device? A couple of other things that can help us narrow this down: Is Pandora set as your default music service in the Google Home app? Are your Google Home devices grouped?
