Sorry to hear that you're running into this issue.
I would recommend clearing the app data for Pandora on your LG Velvet device. This will also reset the download process for your offline tunes. Then, make sure to keep Pandora in the foreground of your device while you redownload your playlists and offline content.

Pandora version (Go to Profile, then select Settings. Scroll to the bottom of the screen for the version number):
