Sorry to hear uninstalling and reinstalling didn't help. Could you provide a little more info about your device?
Make and model of your device;
Mode: Desktop or Tablet?
Network (Wi-Fi or 3G/4G/LTE);
Pandora version (under Pandora Settings on the bottom left);
Windows version & build;
Are there any error messages? If so, what do they say?
Also, are you running a Preview Build of Windows? If so, are you in the fast ring or slow ring?
For your iPad:
The current version of Pandora for iOS requires iOS 13. To confirm the iOS version you are running on your device, open your device's Settings, go to General, About, and Version. If you are running a version older than iOS 13, you will need to update your device's operating system (OS). Please refer to this article on how to do that.
