I have the exact same problem. Since approximately April 29th. I use offline mode all the time and having only one station is annoying, not to mention against the terms I agreed when I signed up for my Pandora plus subscription. I've been a member since the beginning so I'd appreciate an update on this problem.

@chix001 Sorry for the trouble you are having getting your full list of offline stations to download.
I've enabled a trace on your account to help us better understand what's happening. For this trace to be useful, we'll need you to run through the download process once more.
To begin, I'd recommend disabling the Offline Listening feature and re-enabling it, which will reset the download process. Then, make sure to keep Pandora in the foreground of your device while the download completes.
To do this from your Station List:
Finally, confirm that you would like the offline stations removed. Once you've done this, toggle the Offline Stations button back ON, and keep the app in the foreground while your offline stations re-download.
If you are still only able to download one station, can you please do me a favor and send me a screenshot of your collection while in Offline Mode?
In the meantime, could you also provide me with a bit more information about your device?

It took a few tries for this to work. I have a Google Pixel 10 pro, with AT&T service. The problem existed on cellular or Wi-Fi. I was in Florida all week last week and could not resolve it. But I'm at my home now with faster Wi-Fi and I redid the solution you proposed and it worked.
So it must have been a bandwidth problem last week or something of that nature.
