When I go to Pandora on my Google smart TV and pick a song.It will show the music to look like is playing but the Second timer won't pland I'll just say Zeros on both ends of the bar.

Does it not play at all, meaning no sound, or just appears not to play but music still plays? Could you include a picture of what you're seeing when this happens. You can include pictures here on community through a web or mobile browser. You won't be able to include pictures through the notification you may receive.
In the meantime, let's try some troubleshooting. Please try clearing the cache and data on your TV. The following steps may be different depending on your model of Android TV. If these steps don't work, I recommend checking your user manual for additional help.
- On the supplied remote control, press the HOME button.
- Select the Settings Gear icon โ๏ธ
- Follow the steps according to your TV menu:
- Select Apps โ See all apps โ Show system apps.
- Select Apps.
- Under System apps, select Pandora.
- Select Clear cache, then select Ok.
- If the issue still occurs, move on to the next step.
- Select Clear data, then select Ok.
- If displayed, select CLEAR ALL DATA, and then Ok

I have the exact same problem, the little EQ bar next to the song name is ticking, but it's zeros and no sound. Re-install used to fix this, but not anymore

@theistrix What is the make and model of your TV?
Additionally, when you say it's zeros and no sound, does the timer on the now playing screen move, however the time remaining stays at zero?
Would it be possible to send a picture of what you are seeing as well?
