How do I make devices used all have access to the files downloaded on one device?

Do you mean offline content?

If so, please note that the tracks you download live within the Pandora app, on the Android or iOS device you downloaded them to. It's not possible to transfer your Pandora music collection to an external music source or download simultaneously to other compatible devices.

If you have another Android or iOS device you'd like to download offline content to, you'll need to manually download that content once again.
