Check out the accepted solution for instructions on how you can invite others to join your Premium Family subscription.
After they receive the family plan invitation, they should be prompted to create their own account (if they don't already have one set up).
If they already have a Pandora account registered under that email address, they should be able to accept the invitation, and then sign in using their own email address and password.
In the meantime, I have also created a ticket with our support team for you.

I just started the premium family plan and I can’t seem to find where to add members to my plan. What do I do?

My fiance was on my family plan, but he got a new phone and now it only acts as if it is the free plan. I tried re-adding his account and it's not working. This has happened before but I can't remember how I got it to work last time.

Sorry to hear that happened.
Please keep in mind, Pandora accounts follow the email address, not the device or phone number. You can sign into the same Pandora account on any computer or supported device, as long as you use the same email address and Pandora password. This applies to both free and paid Pandora accounts.

I've taken a look at your account and I do see that he's on your family plan.
Could you try having him log out / back in to help refresh the account connection?
