Adam, good afternoon.  In reply to your questions: 1. Yes, I can stream Pandora from a cellular data connection. 2.  If I try to launch the app with wifi enabled, "Waiting for connection. Try again? I have the same problem.  Pandora only works on my Galaxy S23 with wifi disconnected.  That is, I cannot connect to anything on pandora.com with wifi enabled.  This change has occurred within  the last six days. To add to the above, it looks like release 2409.1 went live on 9/29/2025, essentially the same time these problems surfaced.  I doubt that is purely coincidental.  The strange thing in all of this is not being able to connect to https://www.pandora.com with wifi enabled. In my case, the connection times out.  However, I can connect to https://community.pandora.com/ without issues.  Correction: I cannot access any of the Pandora websites with wifi enabled on the S23.'
