This has been going on for more that a year. More like 8 years. I compensated for it on my last Pixel (6a) by routinely checking the Quick Settings pull down for Active Apps after I was done streaming and stopping it there. However on my new Pixel 10a Pandora is not showing up there even when draining my battery in the background, and now it is actually draining the battery even after a forced stop. I will uninstall if this can't be solved
