Do I lose all my playlist and downloads if I lose premium subscription

@cardsbyjenj When you downgrade from Pandora Premium to Plus or ad-supported Pandora, you will not be able to access your on-demand music collection or custom playlists. However, your collection and playback history will be stored in our servers for when you return to Premium.
In the meantime, you will have access to all the stations you've created and any podcasts you've added to your account including all Thumb feedback and added variety.
You can resubscribe through the Pandora website.
Alternatively, you can also unlock complimentary sessions of Premium by searching for a song or album and pressing Play. Then your full collection, including any playlists, will be visible again.

The content you've collected, like personal playlists, albums and songs will continue to be saved to your Pandora account for the next time you upgrade to Premium or if you use a Premium Access session.
Your Offline content will be removed if you downgrade to the ad-support version. However, if you subscribe to a Plus subscription, the three most listened to stations and your Thumbprint Radio will be available for offline listening.

I do see you are currently upgraded to Pandora Plus.
To clarify, are you asking if you upgrade to Pandora Premium, create custom playlists, and then downgrade back to Pandora Plus, will those playlists still be available to you?
