Sounds like you're run through the troubleshooting steps already.
Please provide:
Device & Generation: (e.g. iPhone X, etc.)
Carrier:
Firmware or Android Version (for iOS: Settings > General > About > Version; for Android: Settings > About Phone)
Pandora version: (Pandora > Settings & scroll to the bottom of the screen)
