Pandora doesn't require an activation when connected in a vehicle. If you're seeing this when trying to connect in your car, it's most likely a Bluetooth activation code between your vehicle and your mobile device.
Often this is just a generic code like 0000 or 1234, but when connected you should be able to find this information through the Bluetooth Settings on your phone.
