Thanks for explaining @QB61591. Thanks for telling me. I understand that you checked some of the app settings, but can you please confirm if you have tried the following three things?
Clearing the Pandora app Data.
Verified if the battery optimization settings are disabled.
The mobile data usage is enabled for Pandora.
If you haven't, you can check the detailed steps for the first two points here. And for the data usage please try the following steps from your Android mobile phone:
Go to your Android Settings.
Tap on Network & Internet, then tap Data Usage off and back on.
Finally, confirm Mobile Data is toggled on.
