It sounds like you may be connecting with Apple CarPlay.   To confirm, can you send me a picture of what you're seeing? You can include a picture directly here on community. I recommend double checking the region/country settings on your Fire tablet to ensure that they are local and set to US. Since the Pandora app is only available in the US, if these locations are set to another location the app may appear as not available.
